Freezing Salaries?

Let's be honest, freezing salaries would not only significantly increase the emigration of nurses (and doctors) to foreign countries and the private sector, ... but it would just mess everything up. :) Collective agreements are the bare minimum; if the bosses don't get that, we need to choose new leaders, and keep changing them until the new leaders listen to those who do this work.
